​A COAD will create an organizational structure so that, should a disaster hit Hendricks County, the framework will already be in place for organizing the process of recovering from the disaster. This includes having designated committees that will handle various aspects of disaster recovery. We also invite organizations to consider how they might be able to assist the community during a disaster. Those that are willing to help will then sign a document (an MOU or Memorandum of Understanding) stating that they agree to provide this assistance, in the event of a disaster. This can make the recovery effort go more smoothly, since the signatory organizations will all know in advance what role they will play in the recovery effort.
